Experience

Web Developer III (Full Stack), Carelon Federal Services

Jan 2012 – Feb 2026
Lead full-stack developer for Military One Source (MOS), a federal platform serving 3M+ users seeking mental health and insurance claim services.
• Developed Federal OutreachConnect, a full-stack Spring Boot system using Spring Security (Active Directory integration), Hibernate, and JPA, with JSP and JavaScript frontend.
• Wrote a Multi-Factor Authentication (MFA) library implementing the TOTP algorithm directly from RFC specification, eliminating third-party framework licensing for this component.
• Designed and implemented automated batch processes generating JSON data feeds, daily PDF/Excel reports, product order/shipper integrations, and secure SFTP/FTPS delivery of database extracts.
• Participated in lift-and-shift effort to migrate applications into IL-4 GovCloud environment, working through FedRAMP control implementation and compliance requirements.
• Independently led a high-risk migration of document storage from IBM OnDemand to an in-house Vault system with no fallback path once committed; completed without data loss, eliminating several million dollars in ongoing licensing costs.
• Built and maintained CI/CD build and deployment pipelines in Jenkins from the project's outset, eliminating manual release steps; supported code security scans with Checkmarx.
• Authored and executed a Disaster Recovery Plan including live production failover tests.

Senior Software Developer, METHODS Technology Solutions, Inc.

Nov 2008 – Dec 2011
• Re-architected the Louisiana Racing Commission system, migrating from client-server to a web-based platform for improved accessibility and scalability.
• Developed Hart, a hybrid home healthcare management tool integrating a web-based interface and offline Java Swing client with an embedded encrypted database for secure data management.
• Developed ClaimBridge, a Medicare/Medicaid claims submission tool, ensuring compliance, quality assurance, and audit readiness.
• Delivered a complete greenfield Java/DB2 replacement for a scholarship and educational grant system (LOSFA TOPs), building entirely from client requirements; participated in requirements workshops with clients, and worked on DB2 database design.

Software Developer II / Java Developer, CACI / EVenture Technologies

Oct 2003 – Nov 2008
• Converted PL/SQL stored procedures to Java-based logic, modernizing backend functionality across multiple DoD systems.
• Enhanced NROWS system with admin interfaces (Java Servlets/JDBC) and Struts/TopLink integration; built reporting engine for MRRS system with PDF/Excel output via Jasper Reports.
• Built FIPS 140-2 compliant data-at-rest encryption interface for Oracle Lite using Crypto++; designed automated tool for digitally signed XML exchange over secure HTTPS services.

Programmer/Analyst I, Whitney National Bank

Aug 1999 – Oct 2003
• Performed enhancement and maintenance on the bank's production wire transfer system (COBOL II, CICS, AIX, OpenVMS), including OFAC sanctions list screening to flag and prevent transfers to prohibited entities.
• Built several applications from scratch to automate account reconciliation, and automated secure file transmission for reconciliation processes using Python and PGP encryption.

Programmer/Analyst, U.S. Marine Corps

Mar 1990 – Jun 1994
• Developed and implemented a prototype system in COBOL/CICS for online updating of central manpower and financial tables used Marine Corps–wide; awarded the Navy Achievement Medal for innovation.

Graduate Security Research

Master's Thesis Research, Computer Science

2015 Implemented a proof-of-concept Windows kernel mode driver exploiting Direct Memory Access (DMA) to locate and monitor the system keystroke buffer without CPU involvement, bypassing contemporary anti-malware software. Captured keystrokes were encrypted and exfiltrated to a remote system entirely from GPU memory. Developed a companion detection tool using the PCI bus to inspect video card memory from a CPU-bound process, exposing GPU-resident malware with identified performance mitigations.
Degree not completed due to a family medical emergency.
